On our way to a performing budget

October 23, 2012

By AYODEJI SUNDAY -- The Nigerian budget of 2012 and 2013 has generated a lot of public interest – and rightly so. After all, the budget is the most concrete declaration of our government’s national priorities; and it’s good we are now beginning to take government to task on the management of our nation’s resources. It is no news that over the years, the performance of the Nigerian budget has been far from desirable, as will be revealed by a cursory examination of relevant facts and figures. However, at a closer look, it is easy to see that we are on the path to recovery. You probably don’t agree with that. Wait until I clarify my point. I do not dispute the abysmal performance of the Nigerian budget so far. FG and crude oil theft

October 23, 2012

[dropcap]I[/dropcap]n recent weeks the Federal Government of Nigeria has been making noise about oil theft in the Niger Delta. Two developments led to the governments’  apparent concern over the theft of crude oil.  First, there was a serious blow up after “thieves” trying to tap from the Shell Petroleum’s pipelines led to an outbreak of fire that forced the company to shut down the pipeline. The immediate result was the shortage of petrol at filling stations in several parts of the country, which has persisted for about a month now. The second was an enquiry by the House of Representatives into oil theft in the Niger Delta. That enquiry was the result of the disagreement between the Government and the National Assembly over crude oil price benchmark for the 2013 budget.  We say that the Federal Government has been making noise because they are very knowledgeable about the oil theft but have chosen to complain instead of t...

The said firm actually cleared for payment of  an oil vessel that had ceased to operate three years before the payments were made. “Financial services companies lik...

From ISAIAH ABRAHAM, Abuja -- Embattled Senator representing Borno Central Senatorial District of Borno State, Alhaji Ahmed Khalifa Zanna, said the mixing of politics with the Boko Haram phenomenon was one reason why the security agencies were finding it difficult to combat the insurgence. The senator who addressed a press conference shortly before honouring an invitation by the State Security Service (SSS) in Abuja yesterday, described the invitation as an attempt to frame him up. The bill specifically seeks to allow for the appointment of a person, other than the Governor as Chairman of the bank’s board, as well as exclude the deputy governors of the bank from being members of the board. The bill if passed into law would divest the board of power to consider and approve the annual budget of the CBN. The National Assembly, it would be recalled had repeatedly questioned the authority of the CBN, and other government corpo...
